D&B enterprise credit status information

4. Purpose of the register

As a company practising credit status information business D&B handles information for securing advantages and rights of third parties (Finnish personal data act, § 8, paragraph 8 section 1). ’Third parties’ means here the registered customers of D&B.

So-called persons with business involvement are registered as a part of company data in D&B's database. A person with business involvement is a natural person who is acting in commercial and industrial life and whose knowledge and information may have bearing when rating the company and collective body and for instance their creditworthiness.

5. Information contents of the register

The basic database of D&B consists of trade register data updated automatically every day. The information on so-called persons with business involvement registered in companies' trade register is retrieved as a part of these data. These persons with business involvement are:

  • chairman of the board
  • ordinary member of the board
  • deputy member of the board
  • managing director
  • authorised holders of procuration and signatories who sign with a single act for the trading name
  • entrepreneur of the trading name
  • active partner of unlimited partnership company
  • general partner and dormant partner of limited partnership company
  • manager

The register holds the following information on persons with business involvement mentioned above:

  1. full name
  2. social security number (Finnish personal data act § 13 section 2)
  3. role of the person in the company according to the trade register

 The D&B database does not include personal credit status information according to the Personal data act (Finnish personal data act § 3 paragraph 1 section 8).

6. Regular data sources

Public registers, such as trade register, register of associations and other corresponding registers of collective bodies are the data sources for persons with business involvement.

7. Regular data delivery

The contract customers of D&B can view the company data from their own computer terminal over a line connection to D&B's database or receive them as paper output. Information about the so-called persons with business involvement given in paragraph 5 here and their possible personal public disruptions in payments, which are searched with the online principle from the database of Suomen Asiakastieto Oy, are part of the company data.

More concise company information can also be obtained from CD-roms and from the so-called Golden Book publications.

D&B's contract customers outside the European Union can view the company data from their computer terminal over a line connection to D&B's database. Information about the so-called persons with business involvement given in paragraph 5 here but not their possible personal public disruptions in payments is part of the company data.

8. Principles of register protection

A. manual information

D&B has no manual data concerning persons.

B. Information saved in ADP

The D&B's ADP-system is located in a fireproof and locked space. Only authorised ADP-responsible persons have access there. The system can be accessed from PCs and the usage of the system requires a user-id and password. The person responsible for the register is liable for permitting the right of usage together with D&B's ADP chief. The data maintenance in the PCs is done in locked spaces protected by access control.

Backup copies of the ADP system are taken regularly.

9. Rights of the registered person

Right of checking

 A registered person can check what kind of information there is about him/her in the D&B company credit database or check that the register does not include information about him/her (Finnish personal data act § 26 paragraph 1). When exercising this legal right the person must identify him/herself (Finnish personal data act § 28 paragraph1). 

Correcting the information on persons with business involvement

D&B corrects, by itself or according to a justified request made by the registered person, the incorrect information without any undue delay (Finnish personal data act § 29 paragraph 1).

An announcement of credit data companies concerning the processing of personal data of persons with business involvement and availability of register descriptions was published by the Virallinen Lehti 116 on 05.10.2001 and also in Helsingin Sanomat on 02.10.2001.

The data in the D&B company credit database concerning persons with business involvement are based on the information from the trade register. The trade register in its own home page (www.prh.fi) refers to credit data companies as regular targets of the data delivery. Additionally, the trade register lists the targets of the data delivery in the appendix of the extract from the trade register, which is mailed to each registered company.

D&B company marketing database

4. Purpose of the register

For the reasons of direct marketing the database consists of registered data of persons who make economic and financial decisions for the company. Persons making these kinds of decisions are the top management of the company and for instance department managers to whom the information relating their work should be sent (Finnish personal data act § 19, paragraph 1 sections 1, 2 and 3).

5. Data contents of the register

The basic database of D&B consists of trade register data. Part of these data forms the information on so-called persons with business involvement registered in companies' trade register. The D&B company marketing database includes the highest decision-maker according to the company's trade register as the representative of the top management and whose role can be one of the following:

  • chairman of the board
  • ordinary member of the board
  • managing director
  • entrepreneur of the trading name
  • active partner of an unlimited partnership firm
  • general partner of a limited partnership company

The following information on these persons is included in the register:

  1. full name
  2. social security number (Finnish personal data act § 13 paragraph 3)
  3. code for the area of responsibility marking the top management
  4. title
  5. gender
  6. company's contact information functions as the contact information

The register contains the following information on other decision-makers, for example on department managers:

  1. person's name
  2. code for area of responsibility
  3. title
  4. gender
  5. company's contact information functions as the contact information

6. Regular data sources

The data source for the top management, i.e. persons with business involvement according to the trade register, is the trade register whose data is updated automatically every day.

The data of other decision-makers are updated through a phone update by phoning the company in question or by using information, which the company has published itself.

7. Regular data delivery

The contract customers of D&B order for the direct marketing purposes information from the D&B company marketing database about the desired company group which is culled by using the business area, size classification , geographic location, etc. as culling criteria. After this an appropriate decision-maker for the company is searched in the database. The information, which is delivered to the customer, is as follows:

  • name of the company
  • title of the decision-maker
  • name of the decision-maker
  • company's address

D&B delivers the information either on adhesive labels or as e-mail.
